Consumer Directed Waiver Service Facilitation

Consumer-directed (CD) waiver services, primarily found within Medicaid Home and Community-Based Services (HCBS) Waivers, allow individuals to direct their own care by hiring and managing their own caregivers. This model gives the recipient, or their designated representative, control over choosing, training, and supervising their personal care attendants, who provide services like assistance with daily living, rather than an agency. A Services Facilitator or fiscal intermediary often helps the consumer with employer responsibilities, and benefits can include the ability to pay family members for providing care.
